The title is a little misleading, it's free to download and use by anyone. If you make a game with it and sell it, they want 25% of everything you make after the first $5000. That's before expenses are calculated, and includes "monies earned from: sales, services, training, advertisements, sponsorships, endorsements, memberships, subscription fees, rentals and pay-to-play"
There are also some stipulations for in-house use of the program. in the licensing information.
It definately beats the old $350,000 to $750,000+ buy in plus royalties that it used to be.
What this means as comsumers is more crappy games!
What this means as a prospective developer is MUCH lower starting capital costs to use a good engine.
